RESOLUTION TO REVISE PATRON BEHAVIOR POLICY

WHEREAS Clauses:
  • 1. Library established under Act 164, Michigan Public Acts of 1877
  • 2. Library previously adopted a Patron Behavior Policy
  • 3. Library desires to amend policy for additional regulation of spaces outside building
  • 4. Amendment is in best interests of health, safety and welfare of library and patrons
RESOLUTION: Amendment to Section III.H

H. Campaigning, Petitioning, Interviewing and Similar Activities
As a limited public forum, the Library reserves the right to regulate the time, place, and manner for campaigning, petitioning, interviewing, survey-taking, pamphleteering, canvassing and soliciting on Library grounds as follows:

1. Inside Building:

Campaigning, petitioning, interviewing, survey-taking, pamphleteering, canvassing and soliciting are prohibited inside the Library building.

2. Outside Building Requirements:
  • a. Sign in at Checkout Desk in advance
  • b. No library endorsement implied
  • c. Limited to areas 25 feet from all entrances
  • d. Cannot block ingress or egress
  • e. No tables, stands, or structures permitted
  • f. Limited to library operating hours
  • g. No materials brought into, posted at, or left on library property
